What enabling conditions support CLA?
This question came from Moving the Needle, a CLA conference organized by the USAID LEARN team in November 2015. Participants had the opportunity to provide written reflections and questions throughout the day. LEARN and USAID's Bureau of Policy, Planning and Learning Office of Learning, Evaluation and Research CLA team organized and clustered the questions, then developed responses to them. The CLA Framework (http://usaidlearninglab.org/cla-maturity-matrix-overview), outlines the most essential enabling conditions within an organization to support CLA integration and institutionalization based on organizational learning research and USAID’s experience with CLA over the past five years.These enabling conditions include: a. An organizational culture that supports an open exchange of ideas and knowledge, values relationship-building to support that open exchange, and prioritizes continuous learning and improvement in the face of other competing demands on staff time. b. Organizational processes that support: clarity around decision-making; maintain institutional memory; and support the documentation and sharing of knowledge from a variety of sources. c. Appropriate resources to properly staff and budget for CLA integration and the use of mechanisms that support adaptive management throughout implementation.

Culture is big part of CLA. This recent article from the Harvard Business Review suggests that culture is a ecosystem and that every person interacts with and reinforces each other.
